JUST EXACTLY WHAT DOES THE TERM "NEAR" MEAN IN RELATIONSHIP TO COMPANION GARDENING. FOR INSTANCE A SMALL HOME GARDENER WHO PLANTS GARLIC. HOW FAR FROM THE BEANS AND PEAS DOES IT NEED TO BE?

When considering a planting strategy for Companion Gardening the term "near" is relative to the type, size and benefit each plant provides. Garlic is know to repel many types of aphids, borers and is a useful fungicide. For your small home garden I recommend planting the garlic with-in 3-6 inches from the base of lettuce, cabbage and other leafy greens. Companion Plantings should be close enough share the root zone but far enough the garlic has room to grow and thrive. However companion planting with garlic is not beneficial for plant, garlic does not cooperate well will legumes or potatoes. When planting a garden with legumes and garlic its best to separate such plants by several feet or in a separate plot or planter.
Garlic can be made into a tea and used as a soil drench which is take up by the plants and may ward off many soil borne insects and fungi. Slugs and snails!

I was under the impression that garlic and pole beans and peas were like enemies. Therefore how far away should they be kept from each other.

You are correct garlic and legumes such as be beans and peas do not play well together. A distance of five feet between the garlic and beans should be sufficient. I only knew the benefits of co-planting with garlic. You learn something new everyday!
