Strange Substance

What is this strange substance I see in my garden?
Answer
It appears to be some sort of fungus or algae but Im not really sure I have seen fungi similar. Is the area particularly wet or is there large amounts of decomposing organic matter below? There are a number or algaecides and fungicides on the market that should take care of it if you feel it is a problem.
